The Norwegian Ministry of Culture and Equality has launched a public consultation to allow Norsk Tipping to offer online poker. The proposal comes with strict restrictions, including a daily loss cap of 5,000 Norwegian kroner and a maximum big blind of 10 Norwegian kroner, which may struggle to attract players already playing abroad.
Norway may soon offer legal online poker for the first time, but will this product, designed to protect players, actually be well-received?
The country's Ministry of Culture and Equality has launched a public consultation to allow the state-owned Norsk Tipping to offer online poker, which could end years of no regulated domestic platforms.
據Poker.proFirst reported, this proposal targets Annette, a WSOP Main Event champion despite having one of the strictest gambling restrictions in Europe. For the nations of top players like Obrestad and Espen Jorstad, as well as Kayhan Mokri and Jon Kyte, this represents a major shift.
The Norwegian government now hopes its poker product will entice players away from unregulated foreign operators and into a safer environment. However, restrictions imposed by the state-owned gambling operator may make its version of online poker unacceptable to many players who have already opted to play elsewhere.
What did Norway propose?
This consultation, which runs until November 29, will allow Norsk Tipping to offer online tournaments and cash games.
Norwegians aren’t really waiting for a license to play, as a 2022 study by the University of Bergen found that nearly 90,000 Norwegians play online poker with foreign operators each year, and Norsk Tipping now estimates that number could be between 100,000 and 150,000.
"We know that many Norwegians play online poker," said Lubna Jaffery, Minister of Culture and Equality.
"Therefore, we offer a responsible and safer option in Norway than allowing players to play unregulated games at profit-driven commercial gambling companies abroad."
However, the proposed product will come with significant limitations, as shown in the table below.
The platform will not offer 24/7 poker and will be closed between 1 a.m. and 7 a.m.
Will Norwegian poker players really switch?

These restrictions align with Norway's responsible gambling practices, but may also undermine one of the main reasons for introducing online poker.
Norway hopes to redirect players using unregulated operators to Norsk Tipping. The country has spent years trying to restrict access to foreign gambling websites, using payment blocking since 2010 and DNS blocking in 2025.
But simply blocking them hasn't stopped Norwegians from playing online poker. The Norwegian gambling regulator acknowledges that not every unregulated gambling website is blocked, and new sites are constantly emerging, making regulated alternatives increasingly attractive.
A maximum big blind of 10 Norwegian kroner (about $1) and a cash game buy-in of 1,000 Norwegian kroner (about $104) largely limit Norsk Tipping's offerings to lower-stakes poker. The tournament cap is 2,500 Norwegian kroner (about $260).
These restrictions may be perfectly adequate for casual gamers. However, those accustomed to playing larger games internationally will have far fewer reasons to switch.
Poker.proThe report raised the same issue, suggesting that the proposed betting odds seemed primarily designed for recreational play and were incompatible with more competitive poker.
If players continue to look for the games they want elsewhere, Norway may have created a regulated poker room without solving the problem it was originally intended to address.
Why player protection is important
This is especially important in the current online poker environment. Game integrity remains a major issue across the industry, with poker operators continuously combating bots, collusion, real-time cheating, and other prohibited tools.
Regulation does not protect poker rooms from cheating, and playing outside of Norway's regulated market does not automatically mean the site is insecure.
Domestic regulated platforms can provide greater oversight, accountability, and protection for Norwegian players.
The Norwegian Gambling Authority has warned that players using unauthorized operators will not receive the same protection as those provided by the country's regulated system. Norwegian authorities may also be unable to assist in disputes involving winnings held by these operators.
This reinforces the government's rationale for providing domestic alternatives for players, but these protections are only important when players actually use them.
Legal poker, but not in an open market.

This proposal should not be confused with Norway opening its market to international poker operators.
PokerStars stopped serving Norwegian players in 2023, and other major operators also withdrew under increasing regulatory pressure.
Under the current proposal, they will not return. Norsk Tipping will remain the country's only regulated provider, with online poker simply adding to its existing monopoly.
If approved, this would still represent a landmark change. Norwegian players would finally have a legal option for online poker in the country.
If Norway estimates that as many as 150,000 people are already playing online poker each year, then the real measure of this proposal is not just whether Norsk Tipping's tables are online, but whether those players actually sit down and play.
